(Austin, TX)  —  The Texas House is giving its initial approval to a pro-life bill that would outlaw most abortions once an unborn child’s heartbeat can be detected.

The House approved the bill on Wednesday by a vote of 81-63, mostly along party lines.  Federal courts have blocked similar “heartbeat bills” in other states, but supporters of the Texas measure say it should survive court challenges because it will be enforced by the public, through lawsuits against abortion providers.

The state Senate approved a similar bill in March.
